A Treasury official disputed that taxpayers would be repaying themselves, but could not specify how else the company would give back the money."

So just, ummm, give me some money and i'll pay my bill with it... Well... some of it... a little... i promise... really... maybe they'll be different actual dollar bills... i might use coins...
